A bill pending in Congress known as the HAPPY Act, would entitle pet owners to a tax deduction up to $3500 per year for expenses related to pet care including veterinary care.

Representative Thaddeus McCotter, a fourth-term Republican from Livonia MI, introduced the HAPPY Act—the Humanity and Pets Partnered Through the Years Act. It is HR 3501, and it was introduced on July 31, 2009.
